A bill to establish an Office of Water Management within the executive branch to coordinate Federal water authorities; to establish an Independent Water Project Review Board within the executive branch to advise the President and the Congress; and for other purposes.
Federal Water Authorities Reorganization Act - Title I: The Office of Water Management - Establishes within the Executive branch an Office of Water Management to which is transferred specified functions of the Secretary of the Interior, the Water Resources Council, and the Administrator of the Environmental Protection Agency with respect to water resources. Abolishes the Water Resources Council. Requires the Office to develop a comprehensive water policy and to coordinate Federal water authorities.
Title II: The Independent Water Project Review Board - Establishes within the Executive Branch the Independent Water Project Review Board to establish a system for the evaluation of water resource construction projects proposed by Federal agencies and to coordinate such construction projects.
