A bill to amend the Federal Water Pollution Control Act relating to certain international treaties and agreements.

Amends the Federal Water Pollution Control Act to authorize the United States to pay for any increased operating costs of a municipality's treatment works resulting from a treaty or other agreement between the United States and any foreign country which imposes upon a municipality more stringent pollution standards than those imposed by the Federal Water Pollution Control Act.

Authorizes the appropriation of funds necessary for carrying out the provisions of this Act.
