Directs the Secretary of Transportation to conduct a study of the necessity for and the feasibility of a railroad tunnel across the Hudson River-Upper New York Bay Narrows waterway, to be located in or within the vicinity of New York City.
Requires the Secretary in conducting such study to invite comments and recommendations from persons who may be affected by the construction of such a railroad tunnel. Requires the Secretary to submit a report to Congress on the results of such study within one year after the enactment of this Act.
