A bill to amend the Surface Mining Control and Reclamation Act of 1977 with respect to designation of lands unsuitable for noncoal mining.

Amends the Surface Mining Control and Reclamation Act of 1977 to provide for the designation of Federal land as unsuitable for noncoal mining if such mining operations could result in irreversible damage to important historical, cultural, scientific or esthetic values or natural systems, or could unreasonably endanger human health and property.
