Amends the Railroad Retirement Act of 1974 with respect to the computation of cost-of-living increases in annuities payable under such Act to retired railroad employees, their spouses, and survivors.
Sets forth criteria which the Railroad Retirement Board is to use in making its estimates of the liabilities created by such Act with respect to the Railroad Retirement and Railroad Retirement Supplemental Accounts.
