A bill to amend the National Foundation on the Arts and Humanities Act of 1965 to authorize the purchase and display of works of art, and for other purposes.

Amends the National Foundation on the Arts and Humanities Act of 1965 to establish, within the National Endowment for the Arts, an Art Bank to be headed by a Director.

Authorizes the Director to purchase visual works of art for the Art Bank, to make such works available on loan to certain private and governmental entities for public display, to sponsor exhibitions, and to assist State and local governments and nonprofit institutions in establishing Art Banks.
