A bill to regulate interstate commerce with respect to parimutuel wagering on horse racing, to maintain the stability of the horse racing industry.
Interstate Horseracing Act - Declares that it is the policy of the Congress to regulate interstate commerce with respect to wagering on horseracing, in order to further the horseracing and legal off-track betting industries in the United States.
Establishes conditions under which an interstate off-track wager may be accepted by an off-track betting system. Establishes civil penalties for violation of such conditions, and confers jurisdiction on the district courts of the United States over any cause of action arising out of a violation of such conditions.
