Amends the Federal-State Extended Unemployment Compensation Act of 1970 to change the measure of unemployment from the rate of insured unemployment, as determined by the number of unemployment claims filed, to the unemployment rate, as determined by the Bureau of Labor Statistics, for the purpose of establishing the beginning of an extended benefit period for receipt of unemployment compensation.
