Amends the Congressional Budget Act of 1974 to require that Congress set forth five-year target levels of budget authority, total budget outlays and Federal revenues.

Requires the Congressional Budget Office to periodically prepare a comparison of the latest estimates of total budget authority, outlays, and Federal revenues and the corresponding target levels.
