A bill to amend the District of Columbia Self-Government and Governmental Reorganization Act to clarify the circumstances under which the Chairman of the Council of the District of Columbia may engage in outside employment, and for other purposes.

Amends the District of Columbia Self-Government and Governmental Reoganization Act: (1) to permit the Council Chairman to engage in occasional teaching, writing, or lecturing, as determined by regulations passed by the Council; and (2) to except the Mayor, and the Chairman and members of the City Council, and certain of their employees, from the prohibition against specified political activities.
