A bill to establish an administrative procedure and guidelines to be followed by the Department of the Interior in its decision to acknowledge the existence of certain Indian tribes.

Establishes an administrative procedure and guidelines to be followed by a newly created office of the Department of the Interior in determining whether or not Indian tribes shall be granted Federal recognition.

Provides that the office be headed by a director appointed by the Secretary.
