A bill to amend title 28, United States Code, to provide for the holding of court for the Southern District of New York in White Plains, New York, to provide for the holding of court for the Western District of Pennsylvania in Johnstown, Pennsylvania, and further, to establish a Lufkin Division in the Eastern District of Texas, and for other purposes.
