Directs the Architect of the Capitol to install solar energy devices in the Rayburn House Office Building and the House Annex Numbered 2.
Requires the Architect of the Capitol to: (1) submit to the House Public Works and Transportation Committee final engineering and design drawings and cost estimates for such project; and (2) not solicit bids to carry out such project until 30 legislative days after such submission.
Authorizes appropriations of up to $3,000,000 to carry out this Act.
