Repeals provisions of the Metric Conversion Act of 1975 which established the United States Metric Board (to coordinate voluntary conversion to the metric system).
Vests in the Secretary of Commerce responsibility for devising a metric system coordination and education program. Requires the Comptroller General to make cost-benefit analysis of metric usage and to publish reports on any adverse effects resulting from increasing metric usage.
Requires the Secretary to report to Congress and the President on the program. Prohibits implementation of such program unless incorporated in or approved by a law enacted within 60 days of submission.
