A bill to amend the public debt limit.

Amends the Second Liberty Bond Act to increase the public debt limit from $400,000,000,000 to $710,000,000,000.

Increases the public debt limit until March 31, 1979, by $100,000,000,000.

Increases the face amount of bonds which may be issued pursuant to such Act carrying a rate of interest exceeding 4 1/4 percent from $27,000,000,000 to $32,000,000,000.
