Amends the Small Business Act and the Domestic Volunteer Service Act of 1973 to transfer to the Small Business Administration the authority to conduct a program of volunteer assistance for small businesses. Includes the transfer of the SCORE (Service Corps of Retired Executives) and ACE (Active Corps of Executives) programs to the Administration from the ACTION Agency.
Increases the maximum allowable compensation and travel expenses for experts and consultants employed by the Administrator of the Small Business Administration to the maximum amounts payable under the executive schedule for Federal employees.
