A bill to authorize Federal participation in stream rectification, Trinity River Division, Central Valley Project, California, and for other purposes.

Authorizes the Secretary of the Interior to design, construct, operate, and maintain, or to contract with the State of California for the design, construction, operation, or maintenance of a sand dredging system on a section of the Trinity River and a debris dam and associated facilities on Grass Valley Creek, in Trinity County, California.

Requires that the State of California match, on a dollar-for-dollar basis, the Federal funds provided for constructing, operating, and maintaining the sand dredging system.

Prohibits funding until the Board of Supervisors of Trinity County adopts adequate timber road and subdivision standards to protect the Grass Valley Creek watershed.
