A bill to amend part A of title IV of the Social Security Act to provide additional fiscal relief for States and political subdivisions with respect to the costs of certain welfare programs.

Amends Title IV, part A (Aid to Families with Dependent Children) of the Social Security Act to extend the period in which States will receive additional Federal financial assistance for programs under such Title. Increases to $50,000,000 the ceiling on total funds available among the States for such programs beginning in the first quarter after September 30, 1978.

Subjects the single installment payment required for such assistance to specified limitations.

Makes the provisions of this Act applicable to calendar quarters beginning after September 30, 1978, and before October 1, 1979.
