A bill to amend title II of the Social Security Act to reduce insured status requirements for the blind, and to liberalize the test for determining whether blind individuals are able to engage in substantial gainful activity.

Amends Title II (Old-Age, Survivors, and Disability Insurance) of the Social Security Act to reduce the number of quarters of coverage which a blind individual must have in order to qualify for benefits to one-half the number of quarters required of a non-blind individual, provided the minimum requirement of six quarters is met. Increases to $1,250 per month the amount which a blind person may earn and remain eligible for disability insurance under such Title. Provides for automatic increases in such amount related to increases in the cost-of-living index.
