Amends Title II (Old-Age, Survivors, and Disability Insurance) of the Social Security Act to reduce the number of quarters of coverage which a blind individual must have in order to qualify for benefits to one-half the number of quarters required of a non-blind individual, provided the minimum requirement of six quarters is met. Increases to $1,250 per month the amount which a blind person may earn and remain eligible for disability insurance under such Title. Provides for automatic increases in such amount related to increases in the cost-of-living index.
