Prohibits the purchase of United States agricultural land by foreign persons, including individuals, organizations, and foreign governments, or any combination of such.
Requires foreign persons currently holding interests in United States agricultural land to submit to the Secretary of Agriculture a report on such interests containing specified information as to the nature of the interests, the particular land involved, and the identity and home address of the foreign persons holding such interests. Establishes a civil penalty in the amount of 25 percent of the fair market value of such agricultural land for knowingly incomplete or false reports, or for failure to submit any report.
