A bill to authorize, for public safety within the Bureau of Reclamation's Middle Rio Grande Project, New Mexico, federal cost sharing in the elimination of hazards of open canals and drains by converting them to closed conduits or by installing safety fencing.

Authorizes the Secretary of the Interior to eliminate the hazards of open canals and drains within the Bureau of Reclamation's Middle Rio Grande project, New Mexico, by converting such canals and drains to closed conduits or by installing safety fencing around canals and drains which cannot be closed.
