A bill to provide for the participation of Congress in decisions made by the President affecting the importation of meat into the United States, its prior notification of changes in agreements affecting such importation, and for other purposes.

Requires that Congress be notified of proposed actions of the President affecting the importation of certain meats and certain agricultural commodities into the United States. Stipulates that under specified conditions if both Houses of Congress adopt a concurrent resolution opposing such Presidential actions, such actions shall not become effective.
