A bill to amend chapter 73 of title 10, United States Code, to provide that a retired member of the uniformed services who, in lieu of receiving retired pay, is receiving compensation from the Veterans' Administration for a service-connected disability rated as total and who is participating in the Survivor Benefit Plan shall not be required to make payments into the Treasury for such Plan.
