Authorizes any employee in an Executive agency or in the competitive civil service, who alleges that he or she has been the subject of an adverse personnel action because of his or her handicap, to bring an action for relief in a United States district court.
States that the court may grant any appropriate relief including back pay, payment of attorney fees, and disciplinary action against the Federal officer or employee responsible for the adverse personnel action.
