A bill to amend title II of the Social Security Act to provide special "quarters of coverage" requirements for participation in the Social Security system by handicapped persons.

Amends Title II (Old-Age, Survivors, and Disability Insurance) of the Social Security Act to define "quarter of coverage" for purposes of qualifying a handicapped individual for social security benefits as a quarter in which such handicapped individual has been paid $50 or more in wages or has been credited with $100 or more of self-employment income while working in a facility which provides remunerative work for the handicapped.
