=Title II: U.S. Postal Service= - Postal Service Appropriation Act - Makes appropriations for payment to the Postal Service Fund.
=Title III: Executive Office of the President= - Executive Office Appropriations Act - Appropriates funds for fiscal year 1979 for the following: compensation of the President, the Office of Administration, the White House Office, the Executive Residence (operating expenses), the Official Residence of the Vice President (operating expenses), special assistance to the President, the Council of Economic Advisers, the Council on Wage and Price Stability, the Domestic Policy Staff, the National Security Council, the Office of Management and Budget, and the Office of Federal Procurement Policy.
=Title IV: Independent Agencies= - Independent Agencies Appropriations Act - Makes appropriations to the following for fiscal year 1979: the Administrative Conference of the U.S., the Advisory Commission on Intergovernmental Relations, the Advisory Committee on Federal Pay, the Civil Service Commission, the Committee for Purchase from the Blind and Other Severely Handicapped, the Federal Election Commission, the General Services Administration, the Federal Buildings Fund, the Federal Supply Service, the National Archives and Records Service, the Automated Data and Telecommunications Service, the Federal Preparedness Agency, Allowances for Office Staff for Former Presidents, the General Services Administration, the United Tax Court, and the Defense Civil Preparedness Agency.
=Title V: General Provisions= - Sets forth restrictions and prohibitions with respect to the spending of funds appropriated by this Act.
=Title VI: General Provisions= - Sets forth limitations and legislative provisions with respect to appropriations.
Prohibits sums appropriated for fiscal year 1979 to be used to pay the salary or pay of any individual in any office or position in the legislative, executive, or judicial branch, or in the government of the District of Columbia where the basic pay or salary for such position is greater or equal to level V of the Executive Schedule as provided by law.
Provides for a 5.5 percent ceiling on salary increases for all general schedule employees of the Federal Government during fiscal year 1979.
