Amends the Foreign Assistance Act of 1961 to require the Secretary of State to report to the Congress on human rights in foreign countries receiving assistance under such Act every second year (presently each year). Requires such report to include the status of internationally recognized human rights in all countries except those countries wherein a report is required for security assistance (presently the report is limited to countries receiving development assistance).
Requires the Secretary to transmit to Congress a supplemental report describing substantial human rights changes in a country during the two-year period between reports.
