A bill to amend title XX of the Social Security Act to provide for an expanded social services program, to promote consultation and cooperative efforts among states, localities, and other local public and private agencies to coordinate services, to extend certain provisions of P.L. 94-401, and for other purposes.
Social Services Amendments - Title I: Amendments to Title XX of the Social Security Act Related to Expanded Services and Special Needs - Amends Title XX (Grants to States for Services) of the Social Security Act to sanction the expenditure of funds to provide services under such Title to political subdivisions within a State which have a special need for such services.
Increases the ceiling on the total amount allocable to the States for social services to $2,650,000,000.
Requires State officials to consult with local officials in developing a comprehensive services program plan.
Title II: Extension of Provisions of Public Law 94-401 - Extends through fiscal year 1979 the provisions of Public Law 94-401 which provide $200,000,000 in additional funds for social services under Title XX of the Social Security Act. Extends, for one year, provisions of Public Law 94-401 pertaining to day care. Makes permanent the authorization granted under Public Law 94-120 to use funds to provide for medical care associated with the initial detoxification of alocholics and drug addicts.
Title III: Miscellaneous Amendments to Title XX of the Social Security Act -
Authorizes payment for emergency shelter for adults in danger of physical or mental injury, neglect, maltreatment, or exploitation. Prohibits payment for such shelter for more than 30 days in any six month period.
Authorizes appropriations under Title XX for Puerto Rico, Guam, the Northern Mariana Islands, and the Virgin Islands for fiscal year 1979 and succeeding years.
Title IV: Conforming Amendments; Effective Date - Sets forth amendments to Title XX required to conform such Title to the changes effected by this Act. Establishes effective dates for various amendments made by this Act.
