A bill to provide that any application for a passport for a minor must be accompanied by a sworn oath or affirmation by a parent or legal guardian that removal of the minor from the United States will not violate a child custody order.

Prohibits the Secretary of State from issuing a passport to a minor, or issuing a passport to a parent that includes a minor, unless the parent swears or affirms that the removal of the minor from the United States will not violate the terms of a child custody order issued by a State court.
