Amends the Export Administration Act of 1969 to prohibit the export to South Africa of aircraft and aircraft parts, helicopters and helicopter parts and nonmilitary arms.

Establishes a procedure for Congressional veto of Presidential authorization of exports to South Africa under such Act.
