Amends the Omnibus Crime Control and Safe Streets Act of 1968 to authorize the Law Enforcement Assistance Administration to require a State planning agency or other recipient to reimburse the Administration for the federally assisted part of the cost of any equipment whose purchase was in connection with a program or project assisted under such Act and which cost in the aggregate $100,000, or more, if such equipment has not been placed in use one year after the date set at the time of purchase for the commencement of such use, or has not continued in use during its useful life. Stipulates that in lieu of requiring reimbursement, the Administration may require that the State planning agency or other recipient take appropriate measures to put such equipment into use.
