National Office of the Handicapped Act - Title I: National Office of the Handicapped - Establishes in the Office of Education the National Office of the Handicapped. Consolidates in such Office specified programs and functions of various Federal agencies dealing with the handicapped. Sets forth the organization of such Office.
Title II: Federal Council on Handicapped Individuals - Establishes a Federal Council on Handicapped Individuals to provide advice and assistance to the President concerning the problems and needs of handicapped and severely handicapped individuals.
