A bill to amend title II of the Social Security Act and chapter 21 of the Internal Revenue Code of 1954 to provide mandatory social security coverage for all Members of Congress and other employees in the legislative branch, and for all new employees of the United States (and its instrumentalities) outside of the legislative branch.

Amends Title II (Old-Age, Survivors, and Disability Insurance) of the Social Security Act and the Internal Revenue Code to include all Federal employees who begin their employment on or after January 1, 1979, and all Members of Congress and other officers and employees in the Legislative branch of the Government under the Old-Age, Survivors, and Disability Insurance system.
