Alternative to Abortion Act - Title I: Prohibition of Sex Discrimination on Account of Pregnancy - Amends the Civil Rights Act of 1964 to prohibit sex discrimination on the basis of pregnancy.
Title II: Health Care Services for Pregnant Adolescents - Life Support Center Act - Amends the Public Health Service Act to establish a program of grants to provide health care and related social services for pregnant adolescents before and after childbirth. Limits the Federal share to 75 percent of such program's cost.
Title III: Adoptions - Amends the Internal Revenue Code of 1954 to allow up to $1250 as an income tax deduction for adoption expenses paid during the taxable year.
Prohibits the sale of children in interstate or foreign commerce.
Opportunities for Adoption Act - Amends the Public Health Service Act to (1) direct the Secretary of Health, Education, and Welfare to appoint a Committee on Uniform Adoption Regulations to study current adoption laws and conditions and propose uniform adoption regulations to facilitate adoptions; (2) direct the Secretary to provide matching grants to States for adoption and related purposes; and (3) establish in the Children's Bureau of the Office of Child Development of the Department of Health, Education, and Welfare a National Office of Adoption Information and Services.
Title IV: Family Planning - Comprehensive Family Planning Services, Research in Human Reproduction, and Prevention of Unwanted Teenage Pregnancy Act - Amends the Public Health Service Act to authorize the Secretary to establish grant programs for (1) family planning projects; (2) family planning project personnel training; (3) research in human reproduction; and (4) community-based information and educational programs.
