A bill to amend the Surface Mining Control and Reclamation Act of 1977 to raise certain authorized funding levels contained therein, to increase amounts authorized to be appropriated for the fiscal year 1979 and succeeding fiscal years to carry out the purposes of section 507(c) thereof, and for other purposes.

Amends the Surface Mining Control and Reclamation Act of 1977 to increase from $10,000,000 to $25,000,000 the 1979 and 1980 fiscal years authorization concerning: initial regulatory procedures over surface coal mining operations; the program for mining and reclamation projects on Federal lands; and the study of regulation of surface mining on Indian lands.

Amends such Act to increase by $15,000,000 for fiscal years 1979 and 1980 and by $5,000,000 for the next 13 fiscal years the sums authorized to be appropriated for State and Federal regulatory authority payments of expenses incurred by coal surface mining operators producing less than 100,000 tons annually in meeting application requirements regarding the determination of probable hydrologic consequences and test boring and core sampling results.
