A bill to amend title 5 of the United States Code to extend from 2 days to 4 days the number of days per 30 calendar days during which crews of vessels may be granted leaves of absence and to remove the restriction that such leaves of absence be applicable only to service on extended voyages.

Authorizes four days leave (prior to this Act only two days were authorized) for each 30 days of service by any Federal employee serving aboard an oceangoing vessel, to be granted without regard to any other leave to which such employee may be entitled. Repeals the requirement that such additional leave be granted only if such vessel were on an extended voyage.
