Maritime Regulatory Reorganization Act - Abolishes the Federal Maritime Commission. Transfers the functions of the Commission to the Office of the Special Representative for Trade Negotiations, the Department of Transportation, and the Interstate Commerce Commission.
Establishes within the Office of the Special Representative for Trade Negotiations a Deputy Special Representative for Maritime Affairs who shall be responsible for the regulation of United States foreign waterborne commerce.
