A bill to recognize the importance of small business by providing the Administrator of the Small Business Administration with the attributes of members of the Cabinet of the President and by including the Administrator in Cabinet meetings.

Designates the Small Business Administration as an executive department. Increases the salary of the Administrator of Small Business to level I of the executive schedule.

Directs the President to include the Administrator in all meetings of the Cabinet.
