Opportunity Industrialization Center Pre-Skills and Skills Training and National Community-Based Organizations Private Sector Job Creation and Employment Act - Directs prime sponsors under the Comprehensive Employment and Training Act of 1973 to assure special consideration, through contracts including specified obligations, to (1) Opportunities Industrialization Centers, Incorporated, for the creation of jobs and the provision of preskills and skills for the hardcore unemployed, unemployed persons in rural and urban areas, and unemployed persons in industries hard hit by the recent recession and (2) other national community-based organizations for the provision of comprehensive employment services to such persons.
Directs the head of each agency administering authority under any of specified Acts or programs, including the State and Local Fiscal Assistance Act of 1972, the Housing and Community Development Act, and public works assistance programs, to take steps to assure that consideration will be given to national community-based organizations for the provision of comprehensive employment services and job opportunities to unemployed persons pursuant to those Acts and programs.
