A bill to amend the Public Health Service Act to establish within the National Institutes of Health the Center for the Evaluation of Medical Practice.

Amends the Public Health Service Act to establish, within the National Institutes of Health, the Center for the Evaluation of Medical Practice. Directs the Secretary of Health, Education, and Welfare to use the Center to conduct and support research on the evaluation of the effectiveness of medical practice; including (1) diagnostic and casefinding techniques; (2) therapeutic procedures; and (3) the appropriate use of facilities, equipment and technology.

Establishes an advisory council to advise the Secretary with respect to the administration of this Act.
