A bill authorizing additional appropriations for prosecution of projects in certain comprehensive river basin plans for flood control, navigation, and for other purposes.

Authorizes additional appropriations for prosecution of the following river basin plans for flood control and navigation under the jurisdiction of the Secretary of the Army and the Chief of Engineers: (1) Alabama-Coosa River Basin; (2) Arkansas River Basin; (3) Brazos River Basin; (4) Central and Southern Florida; (5) Columbia River Basin; (6) Mississippi River and tributaries; (7) Missouri River Basin; (8) North Branch Susquehanna River Basin; (9) Ohio River Basin; (10) OuOuachita River Basin; (11) Red River Waterwa; (12) San Joaquin River Basin; (13) Santa Ana River Basin; (14) South Platte River Basin; (15) Tampa Harbor; and (16) Upper Mississippi River Basin.

Specifies that such additional authorizations shall not exceed $734,000,000.

Authorizes the Secretary, acting through the Chief of Engineers, to construct bank protection works along the reach of the Sacremento River and its tributaries from Red Bluff to Shasta Dam. Includes mitigation of fish and wildlife losses induced by bank stabilization work. Authorizes not to exceed $25,000,000 appropriations in addition to previous appropriations.

Allots $591,122,000 of the amount authorized for appropriations for such river basin plans and the Sacremento River project for fiscal years beginning after October 1, 1978. Specifies that $142,878,000 of the amount shall be for the fiscal year which began October 1, 1977.
