Amends the John F. Kennedy Center Act to authorize to be appropriated to the Secretary of the Interior for services necessary to the nonperforming arts functions of the John F. Kennedy Center for the Performing Arts, sums not to exceed $4,200,000 for the fiscal year 1979.
