Expands the special bridge replacement and rehabilitation program to authorize Federal participation in State projects to replace or rehabilitate bridges which are not located on the Federal-aid highway systems.
Directs the Secretary of Transportation to inventory such bridges and to classify them according to their serviceability, safety, and essentiality for public use. Bases a State's apportionment for rehabilitation and replacement funding on such classification.
Authorizes appropriations through fiscal year 1990 for the special bridge rehabilitation and replacement program.
