A bill to establish a Potomac River Shoreline Area Commission for the purpose of developing a plan for the cooperative management by Federal, State, District of Columbia, and local authorities of certain areas along the Potomac River, and for other purposes.

Establishes a Potomac River Shoreline Area Advisory Commission to develop a plan for the management of specified areas of the Potomac River located in Virginia, Maryland, West Virginia, and the District of Columbia.

Specifies the elements to be included in such plan. Directs the Commission to submit the plan to the relevant State, local, and District of Columbia authorities for comments within 24 months following the funding of the Commission. Directs the Commission to adjust the plan as necessary and to submit it to Congress within 60 days after initial submission to State and local authorities.

Provides for such plan to take effect only at such time and in such manner as Congress directs.

Directs the Commission to terminate within 30 days after the enactment of the plan by Congress, or within 36 months after the submission of the plan to Congress, whichever occurs first.
