Allows the court in any civil action brought by or against the United States to award reasonable attorney fees and expenses to the prevailing party (other than the United States or an agency or official thereof). Stipulates that the court may award attorney fees to a prevailing defendant only if the court determines that the action was brought without foundation, vexatiously, frivolously, or in bad faith.
