A bill to authorize the establishment of an international emergency wheat reserve, and for other related purposes.
International Emergency Wheat Reserve Act - Declares it to be United States policy to develop a wheat reserve in compliance with the Wheat Trade Convention.
Directs the President to establish a wheat reserve.
Sets forth acquisition, storage, and release procedures with respect to such reserves.
Exempts such reserves from the "total domestic supply" of the Agricultural Trade Development and Assistance Act of 1954 and the quantitative export limitations of the Export Administration Act of 1969.
Authorizes the Secretary of Agriculture to utilize the funds and authorities of the Commodity Credit Corporation to carry out this Act.
