Arson Control Assistance Act - Authorizes the Law Enforcement Assistance Administration to make grants to States under the Omnibus Crime Control and Safe Streets Act of 1968 for the development and operation of programs to prevent and detect the intentional damaging of real or personal property by fire or explosive committed by or under the direction of its owners.
