States that for purposes of Federal disability retirement persons over 55 years of age shall not have their disability annuity discontinued by reason of the restoration of such persons's earning capacity if such disability is permanent in nature and has continued for at least three years. Grants Federal hiring priority to persons whose Federal disability annuity has been terminated by reason of the restoration of such person's earning capacity.
