Amends the Merchant Marine Act of 1936 to require the Secretary of Commerce and the Secretary of the Navy: (1) to meet at least quarterly with representatives of the maritime industry; and (2) to submit an annual report to the President and Congress concerning their activities and recommendations regarding national defense.
