Requires every public housing project to which the Secretary of Housing and Urban Development provides financial assistance, and a substantial portion of the tenants of which are elderly or handicapped individuals to include: (1) congregate services consisting of housekeeping aid, meal service, personal assistance, ambulatory health care, and other services necessary for independent living in such individuals' homes so that institutionalization maybe avoided; and (2) facilities for the establishment of community day health services and nutrition centers for those qualified individuals who reside in the project and those homebound elderly and handicapped who reside in the immediate community of the project.
